Morgan C. Davis Edwards, Assistant Counsel Pennsylvania Parole Board
Morgan C. Davis Edwards began her career with OGC in June 2016 as an Assistant Counsel with the Board of Probation and Parole. Morgan currently represents the Board in claims in state and federal courts and administrative tribunals. Morgan also serves as the Right to Know Law Legal Liaison where she represents the Board before the Commonwealth’s Office of Open Records and the Commonwealth’s appellate courts. She also provides legal training to state parole agents from across the Commonwealth. Prior to employment with OGC, Morgan was an attorney at the Law Offices of Silliker & Reinhold (Harrisburg, Pa), where she focused her practice on family law, wills, and estates. Morgan is admitted to practice before the Supreme Court of Pennsylvania and the United States District Courts of the Eastern, Middle, and Western Districts of Pennsylvania. Morgan is a 2011 graduate of the University of Pittsburgh where she received a B.S. in Marketing and a Certificate in Leadership and Ethics. She received her Juris Doctor from the Widener University School of Law (Harrisburg Campus), where she still serves on the Dean’s Diversity Council. Morgan is a member of the OGC Hiring Committee and also serves as a mediator in the OGC Mediation Program.
Jason is a 2003 graduate of the State University of New York at Binghamton University. Following undergraduate, Jason attended Widener Law Commonwealth where he served as the school representative to the American Bar Association, was on the student governing board, and he completed the Law and Government Institute program.
Jason was employed as a legal specialist for the Federal Bureau of Investigation where he reviewed and determined document secrecy classifications. Jason returned to Pennsylvania to serve as a Dauphin County public defender where he gained trial and litigation experience over five years.
Jason began his career with the state in 2012 when he served as an assistant counsel for the Pennsylvania Board of Probation and Parole. Jason gained experience handling a wide variety of legal and operational matters, such as personnel, inmate litigation, policy, and employee training. Jason next served as a Deputy Attorney General in the asset forfeiture division of the Pennsylvania Office of Attorney General. Jason was selected and served as the Agency Counsel for several Attorney General administrations where he provided legal support for personnel, operational, and legal matters. Jason oversaw outside counsel for the office and worked closely with the separate divisions to ensure cohesive operations. In 2018, Jason began his service as a Deputy Chief Counsel for the Pennsylvania Department of the Auditor General where he advised the administration on personnel and operational matters. Jason oversaw and participated in numerous auditing operations across the Commonwealth. In 2023, Jason returned to the Pennsylvania Parole Board where he remains employed today.
Outside of the office, Jason has served as an elected board member of the Central Dauphin School Board and an adjunct professor at the University of Phoenix, Harrisburg Campus. Jason now resides in Lancaster County where he enjoys spending time with his family.
