Jordan L. Fischer
Jordan L. Fischer Constangy, Brooks, Smith & Prophete

Jordan is a member of the Constangy Cyber Team and brings substantial expertise and leadership to the provision of compliance advisory services. With her extensive experience in the global intersection of law and technology, Jordan works to continually evaluating and assessing legal and business opportunities and risks in order to provide public and private sector clients with vital data privacy and cybersecurity counsel and business strategic advice. She advises clients on a variety of regulations, including but not limited to the General Data Protection Regulation (GDPR), the California Consumer Privacy Act (CCPA)/California Privacy Rights Act (CPRA), the Fair Credit Reporting Act (FCRA), and the Driver’s Privacy Protection Act (DPPA). Additionally, she has experience with biometric data laws, global data breach standards, and federal and state unfair business practices acts and privacy frameworks such as International Standards Organization (ISO) 27001 and 27701, the National Institute of Standards and Technology (NIST), and the Payment Credit Card Industry Data Security Standard (PCI DSS).

Jordan represents clients in contractual negotiations pertaining to technology, data management, security, and privacy, and she assists in the development of customized, right-sized compliance programs to address numerous regulatory requirements and industry best practices. She also advises clients on cross-border data management and information governance, developing business-oriented and cost-effective strategies for information security, data privacy, and technology compliance.

Jordan's experience provides her the opportunity to represent clients in a wide range of industries, gaining valuable insight into sectors including agriculture, adtech, emerging technologies (blockchain, Internet of Things (IoT), and Artificial Intelligence (AI)), gaming, healthcare, manufacturing, and pharmaceutical. She advises clients on third-party management, addressing the privacy and security of their supply chain. She also collaborates with clients to develop business solutions that incorporate privacy-by-design and security-by-design principles, fusing regulatory requirements with practical, real-world solutions.

Jordan is a Cybersecurity Lecturer at the University of California, Berkeley, and a Law Professor at the Thomas R. Kline School of Law. Her academic research investigates the convergence of law and technology, as well as the practical implications of regional data protection regulations in the context of the global economy.

Jordan is a globally recognized speaker on a wide range of technology and privacy law topics. In addition, she hosts the podcast Cybersecurity and Data Privacy: The New Frontier for the American Bar Association, which concentrates on data security, privacy, and related legal topics. On the podcast, Jordan discusses a variety of topics focused on law, technology, privacy, and cybersecurity from the perspective of various industries.

Jordan is a Certified Information Privacy Professional for Europe (CIPP/E) and a Certified Information Privacy Professional for the United States (CIPP/US), as well as a Certified Information Privacy Manager (CIPM), as certified by the International Association of Privacy Professionals. She is a certified trainer for the International Association of Privacy Professionals.

James L. Norrie

Dr. James Norrie is the founder of cyberconIQ Inc. and a professor at York College of Pennsylvania.

This is his sixth book. His proprietary, standardized cyberconIQ test predicts your personal cybersecurity risk profile. A noted expert, he makes frequent media appearances, speaks, writes, and consults globally about how tone from the top, improving cyber situational awareness and other high-impact practices can reduce organizational risk and to help make cyber-security a team sport.

His mission is to tilt the global conversation about social technologies toward hope and dissipate fear by modifying online behavior, mitigating the risks of third-party inspired human hacks, and make the internet a safer place for us all.

Jamison  Rotz
Jamison Rotz

Jamison Rotz is a System Engineer and entrepreneur with nearly 20 years of broad-based IT engineering and management experience on large-scale Department of Navy information systems and programs. His experience spans from highly technical experience as a software and database developer; to design, implementation and testing as a technical engineer and project manager; to Navy Acquisition and Program of Memorandum process as a technical director and portfolio manager for world-wide Navy Maintenance, Supply, Configuration and Human Resource systems. Mr. Rotz also has 7 years of recent experience, supporting Distance Support NAVY 311 as a system engineer and founding partner of his data science services company: Manada Technology. He and his firm provide a variety of services to the Navy including automation of business processes through artificial intelligence (Natural Language Processing, Machine Learning and Predictive Analysis), advanced analysis using unsupervised data mining algorithms, development of data management software, model integrations and web UI software as well as Avaya telephone systems management for the NAVY 311 Gateway Contact Center.

Devin J. Chwastyk
Devin J. Chwastyk McNees Wallace & Nurick LLC

Devin is the Chair of the Privacy & Data Security group of McNees. He began working on cybersecurity issues in 2005, when he represented banks to recover credit card replacement costs from national retailers who failed to safeguard such information; his clients prevailed in some of the first successful data breach lawsuits in U.S federal courts.

Today, Devin counsels clients on policies and procedures to limit the risk of data exposure events, including developing of data security policies, privacy disclosures, breach response plans, and associated training programs. He regularly advises clients on compliance with federal, state, and international privacy laws, including the EU GDPR. He also helps businesses respond to data breaches, including in rectifying and reporting those events, and in limiting their potential liability for such events.

Devin has earned the Certified Information Privacy Professional designation (CIPP/US) from the International Association of Privacy Professionals, which accredits lawyers and other professionals with knowledge of privacy best practices, information technology issues, and relevant U.S. and international laws.

When he is not working on data security matters, Devin’s practice otherwise is focused on complex commercial litigation, with an emphasis on defending class action lawsuits. He has defended clients from class action claims in areas including civil rights, consumer protection law, and employment practices. He also litigates all manner of other commercial cases on behalf of organizations and individuals.

He maintains an extensive practice in constitutional law, representing municipalities and other government entities, legislators, and media companies with regard to civil rights, First Amendment, and other state and federal constitutional claims.

Since 2010, Devin has been recognized annually as a Pennsylvania “Rising Star” by Super Lawyers, a Thomson Reuters rating service, based on peer recognition and professional achievement. No more than 2.5% of attorneys practicing in the Commonwealth are selected as Rising Stars.

Devin has long been a supporter of free speech causes, and served for six years as the President of the Central Pennsylvania Chapter of the American Civil Liberties Union. He remains a member of the board of that organization. Before joining McNees, he worked in Washington, D.C. for a First Amendment advocacy organization and for a public interest law firm.

Active in the community, Devin has served as a member of the Board of Directors of the Dauphin County Bar Association, and presently serves as Chair of the organization’s Volunteer Lawyers for the Arts program and Vice-Chair of its Equal Professional Opportunity Committee. He also serves on the Board of Directors of the Bridges Society of the United Way of the Capital Region, the East Shore YMCA, and the Harrisburg Parks Foundation. Devin resides in the Midtown neighborhood of Harrisburg.

Devin is admitted to practice in the Commonwealth of Pennsylvania, before the U.S. Courts of Appeals for the Third and Ninth Circuits and in the U.S. District Courts for the Eastern and Middle Districts of Pennsylvania.
